Expands the Forest Fire Prevention Pilot Project Exemption to allow construction or reconstruction of temporary roads on slopes of 40% or less, subject to specific conditions including professional forester designation of road locations and compliance with watercourse protections.

Requires temporary roads to be single-lane, located outside unstable areas and headwall swales, with construction prohibited during winter operating periods and all crossings removed before winter season begins.

Permits removal of trees up to 36 inches in stump diameter within temporary road prisms, while maintaining the existing 26-inch limit for trees outside road areas.

Limits cumulative temporary road length based on exemption acreage: 300 feet for projects under 40 acres, up to 600 feet for projects over 80 acres, with roads required to be abandoned upon completion.

Requires the Department of Forestry and Fire Protection and State Board of Forestry and Fire Protection to submit a report by December 31, 2020, assessing trends in use, compliance, and effectiveness of the exemption, including impacts of temporary road construction.
