Authorizes county boards of supervisors to contract with nonprofit consortiums or establish public authorities to provide waiver personal care services in addition to in-home supportive services.

Designates public authorities as employers of waiver personal care services providers for purposes of collective bargaining and labor relations under the Meyers-Milias-Brown Act, while recipients retain hiring, firing, and supervision rights.

Requires wages and benefits for waiver personal care services providers to equal rates in each county for individual provider mode services in the In-Home Supportive Services (IHSS) program, to the extent permitted by federal law.

Exempts from public disclosure under the California Public Records Act specified information about persons paid by the state to provide waiver personal care services, though labor organizations and bargaining agents may access names, addresses, and contact information for organizing purposes.

Provides liability protections for counties and public authorities/nonprofit consortiums from negligence or intentional tort claims related to waiver personal care services providers not listed on their registries.
