Extends Napa County's exception to on-sale general license limits by authorizing up to 5 additional new original on-sale general licenses per year for bona fide public eating places with 25+ seat capacity from January 1, 2018 through December 31, 2021 (maximum 20 licenses under this provision).

Modifies San Francisco's neighborhood-restricted special on-sale general license program to issue up to 5 licenses per year until a total of 30 licenses are issued, with specific limits on concurrent licenses per census tract ranging from 2 to 5 licenses depending on the tract.

Restricts applicants for neighborhood-restricted special on-sale general licenses to those who do not currently hold, have not held within 12 months prior, or have no interest in any other on-sale general license for the same premises.

Requires applicants to conduct a minimum preapplication meeting with community members and mail notices to residents within 500 feet, neighborhood associations, and the San Francisco Police Chief at least 14 days before the meeting.

Allows local government's designated subordinate officer or body to sign the verification confirming completion of the preapplication meeting requirement.
