Effective April 1, 2018, CalWORKs participants receive $30 per month to assist with diaper costs for each child under 36 months of age while participating in a welfare-to-work plan.

The State Department of Social Services must implement the diaper cost provision through all-county letters until regulations are adopted by January 1, 2020.

Diaper costs are added to existing necessary supportive services available to CalWORKs participants, including child care, transportation, counseling, and ancillary expenses.

No continuous General Fund appropriation under Section 15200 of the Welfare and Institutions Code shall be made for implementing this bill.

If the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement to local agencies shall be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code.
