Requires student equity plans at community colleges to assess underrepresentation in access and retention, degree and certificate completion, English as a Second Language and basic skills completion, and transfer (rather than previous access and completion metrics).

Directs the Chancellor of the California Community Colleges to establish a standard methodology for measuring student equity and disproportionate impact across disaggregated student subgroups for use in all community college district equity plans.

Expands categories of students to be studied in equity plans to include homeless students and lesbian, gay, bisexual, or transgender students, in addition to existing categories like foster youth, students with disabilities, low-income students, and veterans.

Requires Student Success and Support Program funding to support implementation of student equity plan goals and coordination of services through evidence-based practices.

Changes the Chancellor's role from establishing a list of eligible and ineligible expenditures to providing guidance to community college districts on evidence-based practices for implementing equity goals and serving targeted student populations.
