Establishes a California tire regulatory fee (up to $1 per tire) imposed on retail sellers of new tires when the California Tire Recycling Management Fund balance drops below $25 million, effective until January 1, 2024.

Creates the Tire Recycling Incentive Program to make payments to entities that purchase and sell tire products made from California-generated waste tire material, with a minimum annual expenditure of $30 million upon legislative appropriation.

Requires the Department of Resources Recycling and Recovery to hold a public workshop by January 1, 2019, to develop a plan for the incentive program with a tiered payment structure and to collect annual data on recycling rates in the California Waste Tire Market Report.

Declares a state policy goal that at least 75% of solid waste tires be source reduced or recycled in California by 2020, and requires the department to review and make recommendations if this goal is met for three consecutive years.

Requires waste and used tire haulers to submit electronic manifests (not paper) to the department within seven days of pickup or delivery, effective January 1, 2019, to track the flow of waste tires through the state.
