Requires the State Department of Social Services to notify child day care facilities when a registered sex offender registers a new residence within 1,000 feet of the facility.

Notification applies only if one or more victims of the offender's crime was 14 years of age or younger at the time of the crime.

Only notifies facilities about offenders whose information is publicly available on the Department of Justice Internet website under Section 290.46.

Requires the Department of Justice to work with the State Department of Social Services to develop a system for communicating address changes of registered sex offenders.

Implementation is contingent upon an express appropriation in the annual Budget Act.
