Joint Legislative Committee on Climate Change Policies may recommend that the State Air Resources Board provide education and support to local governments on E85 use in flexible fuel vehicles, zero-emission vehicle infrastructure, and active transportation.

State Air Resources Board must develop a summary by April 1, 2019 showing E85 distribution data from 2012-2017 and the number of flexible fuel vehicles registered in 2017, then submit it to the EPA and post it online.

State Air Resources Board must develop policy recommendations to maximize E85 use in flexible fuel vehicles and consider adopting them at a board meeting by October 1, 2019.

Legislative intent specifies that policies should not include subsidizing E85 production, distribution, use, or flexible fuel vehicle purchases, but does not prohibit other subsidies authorized by state law.
