Prohibits mandatory placement in CalFresh E&T for individuals subject to the able-bodied adult without dependents (ABAWD) time limit, though they may voluntarily participate.

Adds job search training and job retention to the list of CalFresh E&T program components that counties may offer.

Requires the Department of Social Services to adopt regulations implementing these changes by January 1, 2019.

Directs the department to seek a federal waiver allowing 50-percent federal reimbursement for wage subsidies for ABAWD participants in counties not participating in the ABAWD time limit waiver.

Includes provisions allowing Section 2.5 to become operative if both AB 563 and SB 282 are enacted, with AB 563 enacted after SB 282.
