Requires peace officers in California to complete refresher training on racial, identity, and cultural awareness and preventing racial or identity profiling annually instead of every 5 years.

Mandates that refresher training curriculum be evidence-based and include examination of implicit bias, historical discriminatory enforcement practices, and officers' obligations to prevent and report biased practices by fellow officers.

Establishes the Racial and Identity Profiling Advisory Board (RIPA) to analyze stop data, law enforcement training, racial profiling policies, and conduct evidence-based research on implicit biases, with annual public meetings required in northern, central, and southern California.

Requires RIPA to issue annual reports with disaggregated statistical data for each reporting law enforcement agency and post findings on the Department of Justice's OpenJustice Web portal.

Stipulates that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to Government Code Part 7.
