Redefines "direct potable reuse" to include "raw water augmentation" (recycled water placed into pipelines delivering to treatment plants) and "treated drinking water augmentation" (recycled water placed into public water system distribution).

Changes "surface water augmentation" to "reservoir water augmentation" and redefines it as planned placement of recycled water into raw surface water reservoirs used for drinking water supply or constructed systems conveying water to such reservoirs.

Requires the State Water Resources Control Board to adopt uniform water recycling criteria for direct potable reuse through raw water augmentation by December 31, 2023, with option to extend deadline by up to 18 months if necessary.

Mandates the state board establish and administer an expert review panel to evaluate proposed criteria before adoption; the board cannot adopt criteria unless the panel finds they would adequately protect public health.

Directs the state board to establish a regulatory framework for potable reuse projects by June 1, 2018, including consideration of research recommendations, public health protections, and updates to uniform water recycling criteria.
