Adds Section 69564.3 to the Education Code to require the Student Aid Commission to establish at least one consortium serving Orange County pupils under the Student Opportunity and Access Program, contingent upon sufficient funding in the annual Budget Act or other statute.

Consortium must comply with existing law requirements including participation by at least one secondary school district office, at least one 4-year college or university, at least one community college, and at least one nonprofit educational, counseling, or community agency or accredited private vocational or technical school.

Student Aid Commission retains authority over any consortium established pursuant to this section.

Legislature finds that a special law is necessary for Orange County due to unique needs of its pupils and that a general law cannot be applied.
