Mandates monthly reports from county welfare departments to stage 2 contractors beginning November 1, 2019, listing families whose cash aid has been discontinued for at least one month and whose children remain eligible for child care services.

Authorizes sharing of information between county welfare departments and child care contractors necessary for administering child care and CalWORKs programs, requiring contractors to receive training on security protocols and data confidentiality.

Establishes that if the Commission on State Mandates determines this bill creates state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures for local agencies and school districts.
