Requires admitted insurers with California premiums of $100 million or more to submit biennial reports (starting July 1, 2018) on procurement from minority, women, veteran, LGBT, and disabled veteran-owned business enterprises.

Adds reporting requirement for insurer governing board composition and board diversity efforts, including policies for recruiting board members and diversity goals, with voluntary demographic disclosure by individual board members.

Prohibits requiring quotas, set-asides, or preferences in procurement decisions or board composition; allows affiliated insurance holding company systems to file single consolidated reports.

Authorizes the Insurance Commissioner to initiate data calls by bulletin for specified insurance-related subjects (contracts, underwriting practices, consumer behavior, claimant characteristics) with reasonable notice; other data calls require formal regulation adoption.

Extends the operation of these provisions to January 1, 2022, and requires the commissioner to maintain public access to all submitted reports on the department's website.
