Extends foster care benefits and juvenile court jurisdiction to nonminor dependents (ages 18-21) whose underlying adjudication was vacated because they were victims of human trafficking at the time of the crime, allowing them to access extended foster care support.

Requires courts to assume transition jurisdiction over minors and nonminors affected by Penal Code Section 236.14 vacations (human trafficking victims), and mandates the Judicial Council adopt rules of court and forms by January 1, 2019 to implement these provisions.

Allows nonminors who exited foster care at age 18 or older to petition the court to resume dependency or transition jurisdiction notwithstanding a vacated adjudication due to human trafficking victimization.

Modifies eligibility criteria for Aid to Families with Dependent Children-Foster Care (AFDC-FC) program to include nonminor dependents under transition jurisdiction pursuant to Section 450, and those whose jurisdiction was resumed after an adjudication vacation.

Provides that no state reimbursement is required for costs related to the 2011 Realignment Legislation, with local agencies responsible for costs above already-funded service levels.
