Department of Social Services must adopt regulations by January 1, 2021 to create a unified child care center license serving infant, toddler, preschool, and schoolage children with consolidated health and safety standards.

All day care centers must transition to the new child care center license by January 1, 2024.

Regulations must include program components for each age group, health and safety standards, and enhanced ability to transition children between age groups.

Department may extend toddler program participation for up to three months for children in extenuating circumstances when the center cannot find alternative placement.

Department may charge applicants fees for the new child care center license consistent with existing day care center fee schedules.
