Extends the sunset date for provisions allowing manufacturers, winegrowers, and distillers to provide free entertainment, food, and beverages at invitation-only promotional events from January 1, 2018 to January 1, 2023.

Permits these licensees to host events on premises with a caterer's authorization or at licensed hotels, with specified restrictions on location, attendee limits (maximum 600 people), event duration (maximum 4 hours), and frequency (maximum 12 events per year for events exceeding 100 attendees, 24 events for 100 or fewer attendees).

Requires a $200 permit fee to be paid to the Department of Alcoholic Beverage Control at least 30 days prior to each event, with specific information including company name, attendance projections, timing, and location.

Prohibits discounted drink specials and other alcoholic beverage promotions by retail licensees in conjunction with authorized events (defined as 24 hours before through 24 hours after the event).

Mandates that all alcoholic beverages must be purchased from the caterer's permit holder or licensed hotel, and all attendees must be over 21 years of age with attendance limited to invited consumers and one guest per invitee.
