Extends Clean Vehicle Rebate Project provisions through January 1, 2019 (previously set to expire July 1, 2017)

Maintains income caps for rebate eligibility: $150,000 for single filers, $204,000 for head-of-household filers, and $300,000 for joint filers (fuel cell vehicles exempt from caps)

Increases rebate payments by $500 for low-income applicants (household income at or below 300% of federal poverty level) and requires prioritization of rebate payments to low-income households

Requires State Air Resources Board to contract with UC or CSU to submit a market impact report by December 31, 2018, and Department of Finance to submit fiscal impact report by July 1, 2018

Takes effect immediately as an urgency statute
