Requires the State Air Resources Board to develop a uniform statewide system for annual reporting of emissions of criteria air pollutants and toxic air contaminants by stationary sources, including facilities reporting greenhouse gas emissions, those emitting 250+ tons per year of nonattainment pollutants, and those with elevated health impact scores.

Mandates the state board to prepare a monitoring plan by October 1, 2018, and select highest-priority locations for deploying community air monitoring systems by July 1, 2019, with authority to require stationary sources to deploy fence-line monitoring or real-time on-site monitoring systems.

Requires the state board to develop a statewide strategy by October 1, 2018, to reduce toxic air contaminant and criteria pollutant emissions in high-exposure communities, with air districts adopting community emissions reduction programs within one year of state board selection and providing grants to community-based organizations for technical assistance.

Requires nonattainment districts to adopt expedited schedules for best available retrofit control technology implementation by January 1, 2019, with compliance by December 31, 2023, prioritizing industrial sources that have not modified emissions-related permit conditions since 2007.

Increases maximum criminal and civil penalties for air pollution violations from $1,000 to $5,000, with annual adjustments based on the California Consumer Price Index, and establishes a statewide clearinghouse for best available control technology information.
