Authorizes the Sierra Lakes County Water District to adopt ordinances regulating the installation and use of small aboveground and underground tanks containing hazardous substances to protect groundwater and surface waters.

Requires existing small underground petroleum storage tanks within the tributary watershed of Lakes Serena and Dulzura to undergo annual testing using Non-Visual Monitoring/Quantitative Release Detection Methods.

Requires existing and new small aboveground petroleum tanks in the Lakes Serena and Dulzura watershed to include secondary containment systems meeting California Fire Code standards.

Authorizes the district to prohibit installation of new small underground tanks or underground storage tanks for petroleum storage within the Lakes Serena and Dulzura tributary watershed.

Allows ordinance violations to be treated as infractions and/or nuisances, with penalties including daily violations as separate offenses, civil actions, and court-ordered costs including investigation, attorney's fees, and monitoring compliance expenses.
