Establishes "microenterprise home kitchen operations" as a permitted food facility type allowing residents to legally prepare and sell food from private homes, subject to specific requirements including no more than one full-time employee, maximum $50,000 annual sales, and 30 meals per day preparation limit.

Requires local cities and counties to have discretion to authorize microenterprise home kitchen operations by ordinance or resolution, with county permits valid across all cities within that county.

Exempts microenterprise home kitchen operations from numerous California Retail Food Code requirements including handwashing facilities, ventilation standards, animal restrictions, floor/wall/ceiling specifications, and routine inspections (limited to initial inspection plus cause-based inspections).

Requires operators to pass food safety certification, submit written standard operating procedures detailing food types and preparation methods, and obtain a local permit; permits are nontransferable and valid only for the specified person and location.

Mandates Internet food service intermediaries listing these operations to register with the state, post permitting requirements and fees, and report to local enforcement agencies if they receive three or more food safety complaints in a calendar year.
