Establishes the Clean Cars 4 All Program administered by the State Air Resources Board to reduce greenhouse gas emissions and improve air quality by replacing high-polluter vehicles with cleaner vehicles or providing mobility options, targeting low-income residents

Requires the state board to set specific, measurable goals beginning in fiscal year 2018–19 for both the Clean Cars 4 All Program and enhanced fleet modernization program, with guidelines updated by January 1, 2019

Mandates the state board collect and post annual data on its website beginning July 1, 2019 showing program performance, funding allocation by region, and analysis of replacement and mobility options components to identify areas for improvement

Authorizes the state board to allocate appropriated funds from the Enhanced Fleet Modernization Subaccount, High Polluter Repair or Removal Account, Vehicle Inspection and Repair Fund, and Greenhouse Gas Reduction Fund to expand vehicle replacement and mobility option components

Establishes compensation levels of at least $1,500 for low-income vehicle owners and up to $1,000 for others when retiring vehicles, with additional compensation of at least $2,500 toward replacement vehicles or mobility options for low-income owners
