Changes the deadline for cities and counties to submit street and road expenditure reports to the State Controller from October 1 to December 1 each year for the preceding fiscal year ending June 30.

Requires the State Controller to publish and make expenditure reports publicly available on its Internet website in a downloadable and printable format, rather than distributing printed copies to state officials and legislative committees.

Maintains existing report requirements showing expenditures for construction by contract, maintenance by contract, construction by day labor, and maintenance by day labor.

Preserves exceptions allowing the Cities of El Segundo, Huntington Beach, Inglewood, Long Beach, and South Lake Tahoe to use fiscal years ending on dates other than June 30.
