Establishes a cross-enrollment program allowing California Community College students enrolled at their home college to enroll in online-only courses offered by other community colleges without formal admission or additional tuition and fees (for residents).

Requires participating students to have a minimum 2.0 GPA, pay current fees and tuition at their home college, and have no outstanding balances before enrolling in online courses at teaching colleges.

Mandates the Chancellor's Office of the California Community Colleges create an online system allowing eligible students to learn about available courses, enroll simultaneously at multiple colleges, and electronically transfer enrollment data.

Permits nonresident and international students to enroll in online courses but requires them to pay nonresident tuition at the teaching college in accordance with existing fee structures.

Allows a community college district to accept another district's residency classification determination for students cross-enrolling in courses through the Online Education Initiative Consortium's online course exchange.
