Prohibits spouses or domestic partners of elected officers or candidates from receiving compensation from campaign funds in exchange for services rendered.

Prohibits parents, grandparents, siblings, children, or grandchildren of elected officers or candidates from receiving compensation from campaign funds that exceeds fair market value for goods, services, facilities, or anything of value provided.

Prohibits paying campaign funds beyond fair market value to vendors for services if a relative (parent, grandparent, sibling, child, or grandchild) of the officer or candidate has an interest in or is employed by the vendor.

Violations of these provisions are punishable as misdemeanors.

Declares that the act furthers the purposes of the Political Reform Act of 1974.
