Establishes the Early Educators' Occupational Safety and Health Training Program within the Commission on Health and Safety and Workers' Compensation, funded by a new Early Educators' Safety and Health Education Fund.

Requires early educators at licensed child care facilities to complete a two-hour, in-person, peer-led training on occupational hazards including chemical and biological hazards, infectious diseases, physical hazards, and stress within 6 years of program launch or 3 months of becoming an educator, whichever is later.

Mandates the program provide alternatives to in-person training for educators unable to attend due to geographic distance or other compelling reasons, and periodic health and safety updates to trained educators.

Makes completion of the training a condition of licensure for child care facilities and requires the Department of Social Services to provide family day care home provider contact information to the Commission for outreach purposes.

Becomes operative on July 1, 2018, and specifies that no state reimbursement is required under the California Constitution for local implementation costs.
