Designates the Sacramento Regional Transit District as a rapid transit district and specifies that transit works and facilities are public works under the Public Contract Code.

Modifies the retail transactions and use tax rate authority from 1/4 or 1/2 of 1% to increments of 1/8 of 1%, and requires the ordinance to be operative more than 150 days after adoption instead of less than 180 days.

Requires the district to provide the California Department of Tax and Fee Administration with a complete alphabetical street list, legal description, and map of affected unincorporated areas within 45 days of voter approval.

Allows the board secretary to be a district employee appointed by the board rather than a board member, and authorizes ordinances to be published on the district's Internet Web site as an alternative to newspaper publication.

Permits public agencies to contract with the district to provide transit facilities and services, and exempts federally-funded transit facilities from state laws or regulations that could result in loss of federal funding.
