Permits physicians, pharmacists, and other licensed health care providers to prescribe, furnish, or dispense cannabidiol products in compliance with state law if federal law removes cannabidiol from Schedule I of the Controlled Substances Act or approves a cannabidiol product through the FDA.

Deems health care providers who prescribe or dispense cannabidiol products in accordance with federal law to be in compliance with California state law governing those acts.

Excludes FDA-approved cannabidiol products from regulation under California's Medicinal and Adult-Use Cannabis Regulation and Safety Act if the product is removed from Schedule I or exempted from federal controlled substance provisions.

Does not apply to cannabidiol products made or derived from industrial hemp, which remain regulated under existing state law.

Takes effect immediately as an urgency statute to ensure patients have rapid access to cannabidiol treatment once federal law permits it.
