Authorizes beer manufacturers to provide consumers with free or discounted rides through taxicabs, transportation network companies, or other ride services via vouchers, codes, or other delivery methods for public safety purposes.

Prohibits conditioning free or discounted rides or vouchers on the purchase of any alcoholic beverage.

Prohibits beer and wine wholesalers from directly or indirectly funding, sharing costs, or contributing to free or discounted ride programs, or serving as agents for beer manufacturers in providing such rides.

Clarifies that "beer manufacturer" includes holders of beer manufacturer licenses, out-of-state beer manufacturer certificates, out-of-state vendor certificates of compliance, and beer and wine importer's general licenses.

Specifies that no state reimbursement is required for local agencies or school districts as any costs result from changes to criminal penalties under Section 17556 of the Government Code.
