Establishes zoning incentive payments from the state to participating jurisdictions upon approval and verification of residential building permits, paid in two equal portions, contingent on the city maintaining compliance certificates.

Requires prevailing wages for construction workers and skilled workforce requirements for projects exceeding specified unit thresholds, with exemptions for projects with 10 or fewer units.

Mandates environmental impact reports for housing sustainability district designations and exempts qualifying housing projects within approved districts from California Environmental Quality Act review if they implement identified mitigation measures; ordinances expire after 10 years but may be renewed.
