Authorizes enhanced infrastructure financing districts to finance projects that enable communities to adapt to climate change impacts, including higher temperatures, decreased air and water quality, disease spread, extreme weather events, sea level rise, flooding, heat waves, wildfires, and drought.

Adds climate change adaptation projects to the list of public capital facilities and communitywide significance projects that districts may finance.

Updates legislative findings and declarations to recognize that financing climate change adaptation projects provides public benefits following the dissolution of redevelopment agencies.

Allows districts to finance climate adaptation projects in addition to existing authorized projects such as transit facilities, affordable housing, brownfield restoration, and sustainable communities implementation.
