Prohibits contracting agencies from expelling or unenrolling children from state preschool programs based on behavior unless reasonable steps have been documented to maintain safe participation and continued enrollment poses a serious safety threat.

Requires contracting agencies to consult with parents, teachers, and relevant disability service agencies before determining that expulsion is necessary, and to refer families to alternative placements or local child care resources.

Allows contracting agencies up to 180 days to complete the expulsion process, including pursuit of reasonable behavioral support steps.

Directs the State Department of Social Services to consider whether a child day care facility is complying with the new expulsion procedure when determining whether to issue citations or civil penalties.

Applies only to California state preschool programs administered under the Child Care and Development Services Act.
