Establishes the California Foster Youth Enrichment Grant Program to provide grants of $500 or less to eligible foster youth for enrichment activities that enhance skills, abilities, self-esteem, or overall well-being.

Requires the State Department of Social Services to convene a workgroup by March 1, 2018 to develop an implementation plan, and to establish the program by January 1, 2019 upon legislative appropriation.

Eligible recipients must be ages 6-21, in foster care under a county welfare department, probation department, or tribal organization, and enrolled in school or postsecondary education in California.

Grants may fund skill development (music, dance, drama lessons), academic assistance (test prep, college visits, exam fees), and recreational activities (camps, sports leagues, school dances).

Requires grant recipients to submit receipts within 6 months of receiving funds and mandates a legislative report by January 1, 2022 on applications, awards, and utilization; program repeals January 1, 2023 unless extended.
