Establishes a GO-Biz Information Technology Unit within the Governor's Office of Business and Economic Development to create and maintain the California Business Development Portal, an online platform providing economic and business development information, systems, and public access capabilities.

Renames and recasts the existing CalGold permit assistance center as the California Business License Center, which will provide online assistance to businesses and entities in complying with state licensing, permitting, and registration requirements.

Authorizes two additional state civil service positions within the GO-Biz Information Technology Unit beginning in the 2018–19 fiscal year to support ongoing enhancement of the California Business Development Portal and related digital products.

Requires the California Business Development Portal to include economic data, financial information, workforce information, transportation and infrastructure data, permit assistance, tax credit information, and services accessible through websites, mobile applications, and other electronic formats.

Repeals Sections 71040 and 71041 of the Public Resources Code and requires state agencies with licensing or permitting authority to provide direct links to their requirements and fee schedules to GO-Biz's Internet platform.
