Amends the Gambling Control Act to modify definitions of gambling establishment employees and licensing classifications.

Changes "good character" standard to "good moral character, honesty, and integrity" for gambling license applicants in Section 19857.

Expands the definition of "gambling enterprise employee" to include data processing personnel and maintenance personnel involved in gaming activities.

Removes provisions that authorized the Commission to deny licenses based on specific disqualifying factors such as felony conviction, misdemeanor conviction involving dishonesty, organized crime association, and applicant age requirements.

States the Legislature's intent to provide comprehensive reforms to the Gambling Control Act relating to licensing of gambling establishments and streamlining the licensing process.
