Reinstates cost-of-living adjustments for State Supplementary Program (SSP) benefits beginning January 1, 2018, after a suspension from 2011-2017.

Requires maximum aid payments to individuals to equal at least 96% of the 2017 federal poverty level for a household of one, effective January 1, 2018.

Requires maximum aid payments to married couples to equal at least 96% of the 2017 federal poverty level for a household of two, effective January 1, 2018.

Increases the 96% poverty level floor to 100% of the 2018 federal poverty level for both individuals and married couples, effective January 1, 2019, with protections against benefit reductions for recipients already exceeding these thresholds.

Makes an appropriation to fund the reinstatement of cost-of-living adjustments and increased benefit payments under SSP.
