Amends Government Code Section 24011 to add Imperial County to the list of counties whose boards of supervisors may appoint a public administrator by ordinance instead of requiring an elected official.

Authorizes Imperial County's Board of Supervisors to appoint the same person to the offices of public administrator and public guardian by ordinance.

Allows Imperial County to separate the consolidated offices of district attorney and public administrator, permitting an elected officer to resign from the public administrator office without resigning from the district attorney office.

Declares that a special statute is necessary for Imperial County due to unique circumstances regarding reorganization of county offices.

Takes effect immediately as an urgency statute to enable Imperial County to provide critical services including public administration, conservatorship, guardian services, and indigent burial programs.
