Mandates that student fees in the program shall not exceed the rate charged for students in state-supported doctoral programs in agricultural and resource economics at the University of California.

Requires the program to be funded from California State University, Fresno's existing budgets without diminishing undergraduate program quality or reducing undergraduate enrollments.
