Requires California to observe daylight saving time by advancing clocks one hour from 2 a.m. on the second Sunday of March to 2 a.m. on the first Sunday of November, aligning with federal law.

Authorizes the Legislature to amend daylight saving time dates and times by a two-thirds vote if consistent with federal law.

Allows the Legislature to adopt year-round daylight saving time by a two-thirds vote if federal law permits such application.

Becomes effective only upon voter approval; requires submission to voters at the next statewide general election.
