Removes the January 1, 2018 repeal date for the regulation adoption procedures, making the existing provisions permanent rather than temporary.

Maintains existing requirements for the trustees' office of general counsel to review proposed regulations for necessity, authority, clarity, consistency, reference, and nonduplication.

Preserves public comment opportunities both orally and in writing before or during the public hearing on proposed regulatory actions.

Requires the trustees to maintain a rulemaking file with public notices, comments, hearing minutes, and explanations of how objections were addressed or why they were not accommodated.
