Establishes the "Choose California Produce Act" requiring California state-owned or state-run institutions (except public universities, colleges, and school districts) to purchase California-grown agricultural products when the price does not exceed out-of-state products by more than 5% and quality is comparable

Requires state institutions to accept bids from vendors that pack or process out-of-state agricultural products within California before accepting bids from vendors that pack or process outside the state, provided the in-state option does not exceed the lowest out-of-state price by more than 5% and quality is comparable

Requires school districts to accept bids for California-grown agricultural products before out-of-state products when the California product price does not exceed the lowest out-of-state bid and quality is comparable (with no 5% price threshold)

Removes produce from existing state procurement preferences for California-grown, manufactured, or produced supplies

Applies only to agricultural product contracts below the World Trade Organization Government Procurement Agreement threshold value
