Establishes the Transitional Housing for Homeless Youth Grant Program administered by the Office of Emergency Services to award grants to qualified nonprofit entities providing transitional living services to homeless youth ages 18-24 for up to 36 months.

Requires grant recipients to provide residential services, referral services to social services/education/vocational training/healthcare programs, basic life skills counseling, and outreach programs to connect with homeless youth.

Mandates grant recipients ensure participants engage in at least one self-sufficiency activity, unless they have good cause as defined by minimum standards established by the Office of Emergency Services in consultation with current and former homeless youth and advocacy groups.

Requires grant recipients to submit annual reports by January 31 starting in 2020 containing data on youth served, average length of stay, family reunification efforts, and benefits screening, with the Office of Emergency Services submitting aggregate reports to the Legislature by March 31 annually.

Appropriates $15,000,000 from the General Fund to the Office of Emergency Services for awarding grants under the program.
