Requires political party committees that received or contributed $50,000 or more during the current or previous two-year election cycle to file monthly reports by the 20th of each month, with exceptions for months when semiannual or preelection reports are filed.

Expands the definition of "political party committee" to include legislative caucus committees, which may be established by each political party caucus in the Legislature and directed by the caucus leader.

Specifies that legislative caucus committee funds must be held in trust to advance caucus interests and may only be used for expenditures related to electing members to the Legislature and for caucus expenses, not to support individual leaders' campaigns.

Prohibits lobbyists registered to lobby the Legislature from making contributions to legislative caucus committees, consistent with existing restrictions on lobbyist contributions to elected state officers and candidates.

Declares the bill furthers the purposes of the Political Reform Act of 1974 and takes effect immediately, becoming operative 14 days after enactment.
