Prohibits the University of California and California State University from contracting for services on or after July 1, 2017, unless the contractor certifies under penalty of perjury that work will be performed solely by U.S. workers or discloses any work to be performed outside the United States.

Prevents the universities from displacing employees performing specific work that a contractor has identified as being performed by workers outside the United States.

Prohibits expenditure of funds to train service contract employees located in foreign countries or planning to relocate abroad if the service contract displaces a university employee.

Requires contract termination and forfeiture of penalties equal to the percentage of work performed outside the United States if a contractor performs work outside the U.S. without disclosing it in the bid.

Exempts contracts related to study abroad programs and international teaching, research, or public service activities, and does not apply if compliance would violate World Trade Organization agreements or other free trade agreements California has consented to.
