Exempts honorably discharged employable veterans from the 3-month general assistance benefit limitation that applies to other employable individuals, effective July 1, 2018.

Allows counties to enact an ordinance by July 1, 2018, to make the 3-month benefit limitation applicable to employable veterans if they choose to do so.

Repeals the requirement for the Legislative Analyst to evaluate the impact of general assistance restrictions on recipients and applicants, effective July 1, 2018.

Maintains existing county authority to adopt residency requirements (not exceeding 15 days), establish shared housing aid standards, and sanction recipients for failure to participate in job training or accept employment.

Requires reimbursement to local agencies for state-mandated costs related to expanded general assistance eligibility for veterans pursuant to Government Code Section 17500 et seq.
