Extends authorization for counties to use construction manager at-risk contracts for building projects over $1,000,000 until January 1, 2023, and requires contractors to use skilled and trained workforces in apprenticeable occupations unless covered by a project labor agreement.

Authorizes City of San Diego to use construction manager at-risk contracts for projects exceeding $25,000,000 until January 1, 2023, with the same skilled workforce requirements and ability to award separate or combined contracts for preconstruction and construction services.

Authorizes Santa Clara Valley Water District to use design-build procurement for flood protection improvements, habitat restorations, groundwater facilities, water treatment facilities, and surface water storage facility projects upon governing body approval.

Limits retention proceeds withheld from construction managers at-risk entities to 5 percent when performance and payment bonds are required.

Makes contracts available for public inspection on agency websites and notifies legislative policy committees of contract availability.
