Authorizes school districts to install and operate automated video enforcement systems on school buses to record vehicles that illegally pass stopped buses with flashing red lights and deployed stop arms.

Requires school buses equipped with video systems to display signage reading "STOP WHEN LIGHTS ARE FLASHING - IT'S THE LAW" and "VIDEO ENFORCED STOP" on the rear.

Mandates a 30-day public communication plan before system deployment and requires warning letters (not citations) for violations during the first 90 days, except for repeat offenders with two or more violations.

Requires video images to be encrypted and confidential, capturing only vehicle type, color, and license plate (not persons), and to be destroyed within 120 days if no violation occurred.

Prohibits school districts from using the system or captured data for any purpose other than enforcing school bus stop violations and requires vendors to be prohibited from sharing data with entities other than the school district and law enforcement.
