Requires the California State University Trustees and community college district governing boards to consider candidates with underrepresented socioeconomic backgrounds when filling faculty and athletic coaching positions.

Requests (but does not require) the University of California Regents to apply the same consideration policy for faculty and athletic coaching positions.

Applies consideration requirement to positions on the specific campus for which the position is being filled.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs for local agencies, reimbursement shall be made pursuant to Government Code Part 7.
