Requires the commission to provide notice under the Bagley-Keene Open Meeting Act prior to tours, including the location, date, purpose, and reason the facility is not open to the public.

Mandates the commission notify media of proposed tours and allow at least one media representative to attend, with provisions for a pool reporter if excessive requests would compromise facility safety.

Prohibits the commission from taking formal action or discussing unrelated business during factfinding tours.

Requires the commission to post a summary of each factfinding tour on its website within 10 days of completion.
