Allows cities, counties, or city and counties to establish local ordinances for abating hives or comparable apparatus containing Africanized or overly defensive honey bees.

Authorizes county agricultural commissioners to abate hives with Africanized or overly defensive honey bees as a public nuisance in the absence of a local ordinance, including actions such as moving, selling, destroying, or disposing of infested hives.

Removes the provision that protected abandoned hives from being deemed a public nuisance if the bees were not aggressive and harbored no diseases.

Requires the state to reimburse local agencies and school districts for costs mandated by this legislation if the Commission on State Mandates determines such costs exist.
